Senator Ray Lesniak from New Jersey, instrumental for pioneering the recently introduced online gambling laws in the Garden State, has reportedly reintroduced another bill that will allow the state to offer its online casino games to other states and gambling jurisdictions.

The law would essentially allow operators with servers in New Jersey to make money off players in other jurisdictions, so long as tax and legislation issues were sorted out first.

S980 is one up on the current legislation, signed into law by Governor Chris Christie, which only allows players within the state’s borders to play at licensed Atlantic City casinos. Senator Lesniak’s law essentially allows gaming sites with servers in the state to accept players from other states or gambling jurisdictions where internet gambling is legal and regulated.

Experts say that even if the senator is successful in having the bill passed, it will still be some time before New Jersey operators will see an influx of foreign or out-of-state players, since compacts and agreements need to be inked first.

By opening up the market to other players, operators will be able to create a more viable industry, since player numbers – and action – will be up.

Senator Lesniak has also made room in his new bill for a transparent gaming system from the word go. Sites will be required to display detailed records of players’ accounts and activities, including wins and losses, how much time was spent playing at the site and money spent on other items not necessarily linked to gambling.

Lesniak’s bill was first introduced in November last year, but was amended to strip it from sports betting provisions. At the time of introducing S890, Lesniak said that it “would put New Jersey at the hub of an international gaming industry that is expected to experience rapid growth in the years ahead. The plan would help attract international gaming companies to New Jersey, producing jobs, state revenue and economic expansion.”

“This could make New Jersey the leader in online gaming,” he said. “We are well positioned to take advantage of a dynamic opportunity to be at the hub of a new business sector with the potential for economic growth and job creation.”
